I'd like to propose the idea that, after being thwarted in his attempt to destroy Time itself, Rassilon (and by extension the rest of the Time Lords caught in the Time War) did manage to ascend to a higher plane of being, beyond Time.
This would give them a whole host of ridiculously over-powered (but equally matched to each other) abilities, a bit like the Eternals of Classic!Who... but make them unable to affect the material/ephemeral/temporal plane (aka the real world) without losing said powers.
This would include the Master, and anyone else interested in playing a Time Lord that got stuck in the war instead of escaping/avoiding it.

Why? The main point is that they'd lose these powers the instant they tried to interact with anyone outside the Time War. I just like the idea of giving characters something cool and then making them cope without it as soon as they've grown accustomed to it.

Also, I kinda like the idea of Rassilon being able to come back WITH those powers, as an NPC-villain for everyone to work together to defeat.
But if that did happen, it'd be an NPC-event-type-thing (owner/moderator-controlled and not allowed to really harm any player in the long run).

My thoughts precicely, Valeyard... we need more people first.
In the meantime, as it looks like you're approving this, I'm gonna use it as background info in the plotting of the Master's triumphant return to Earth. Or something like that.
